Refugee Resettlement Programme Part 1 PDF 65 KB Additional documents: Decision: Having considered both an open and a confidential officer report, and a presentation by the Cabinet Member for Democracy, Refugees and Accountability, Councillor Kevin Bonavia, the Cabinet agreed that the award of a two year contract with the option to extend for a further 2 years to British Refugee Council be approved for a value of £1,707,728.00 over two years to deliver Lewisham Council’s Refugee Resettlement Programme, welcoming and resettling families. Should the option to extend the contract by another two years be exercised, the additional cost would be £988,534 Minutes: The report was introduced by Councillor Kevin Bonavia who underlined Lewisham’s continuing commitment to supporting refugees and explained why the use of an outside provider was required to supplement the Council’s provision.
Having considered both an open and a confidential officer report, and a presentation by the Cabinet Member for Democracy, Refugees and Accountability, Councillor Kevin Bonavia, the Cabinet for the reasons set out in the report and by a vote of 4-0 of members physically present in the Council Chamber:

The Cabinet was next addressed by Abbey Darling on behalf of the residents of Greystead Road and surrounding streets. She said there were strong objections to the building proposals especially as all residents had to go on was a single line drawing and a consultation period in March and April that was felt to be inadequate.
Jamila Astwood spoke on behalf of residents of the Dacres Estate who believed consultation had been too brief especially given the potential impact on green space.
Perry Vale Ward Councillor John Paschoud spoke saying he believed the consultation by Lewisham Homes had been impressive. He explained Section 105 consultations were limited to secure tenants but Lewisham Homes had gone much further engaging widely with other area interest groups. He stressed that the formal planning process had not commenced and there were no detailed proposals on the table. These would only be submitted once all views expressed had been considered.
Councillor Bell concluded by thanking residents for appearing and voicing their concerns. He confirmed no firm plans had been developed as the Council was still in an early part of the process. He explained Housing developments took a long time and involved a lot of pre-planning preparation. He pledged that residents would not be ignored and he said he would be happy to meet residents to discuss any issued they had. He explained the context of the Council’s efforts to tackle homelessness but stated that thus far no decisions had been taken.

(1) the terms of the collective agreement as set out in summary be approved;
(2) authority be delegated to the Head of Human Resources, in consultation with the Executive Director for Children and Young People and the Director of Law, Governance and Elections, to implement the collective agreement and to settle any further matters arising including from claims made;
(3) authority be delegated to the Executive Director for Corporate Resources in consultation with the Executive Director for Children and Young People to agree the basis of shared funding arrangements between the Council and schools, via the Schools’ Forum;
(4) authority be delegated to the Executive Director for Corporate Resources to enter into any loan agreements to support those schools requiring financial or cash flow support as a direct result of backdated Term Time only claim costs. Minutes: Councillor Bell withdrew from the Chamber during consideration of this item.
Councillor Barnham thanked Councillor De Ryk for presenting the report which he said related to a national issue and was all about treating staff fairly.
