Decision:
Having considered an open officer report, and a presentation by the Cabinet
Member for Housing & Planning, Councillor Paul Bell, the Cabinet agreed
that:
(1) the responses to the consultation carried out on Valentines Court estate
under s105 of the Housing Act 1985 between 19 March 2021 and 12 April
2021 be received;
(2) having considered the responses to the consultation, the proposal to build
new homes on the Valentine Court estate be continued;
(3) the responses to the consultation carried out on Dacres Road estate under
s105 of the Housing Act 1985 between 19 March 2021 and 12 April 2021 be
received;
(4) having considered the responses to the consultation, the proposal to build
new homes on the Dacres Road estate be continued;
(5) the responses to the consultation carried out on Drakes Court under s105
of the Housing Act 1985 between 19 March 2021 and 12 April 2021 be
received;
(6) having considered the responses to the consultation, the proposal to build
new homes on the Drakes Court site be continued;
(7) the responses to the consultation carried out on the Greystead Road
estate under s105 of the Housing Act 1985 between 19 March 2021 and 12
April 2021 be received;
(8) having considered the responses to the consultation, the proposal to build
new homes on the Greystead Road site be continued;
(9) the responses to the consultation carried out on Hensford Gardens under
s105 of the Housing Act 1985 between 19 March 2021 and 12 April 2021 be
received;
(10) having considered the responses to the consultation, the proposal to
build new homes on the Hensford Gardens site be continued;
(11) the responses to the consultation carried out on Markwell Close,
Prospect Close and Peter’s Path under s105 of the Housing Act 1985
between 19 March 2021 and 12 April 2021 be received;
(12) having considered the responses to the consultation, the proposal to
build new homes on the Markwell Close, Prospect Close and Peter’s Path site
be continued;
(13) the responses to the consultation carried out on Walsham Road under
s105 of the Housing Act 1985 between 19 March 2021 and 12 April 2021 be
received; and
(14) having considered the responses to the consultation, the proposal to
build new homes on the Walsham Road site be continued
Minutes:
The report was introduced by Councillor Paul Bell who tabled some
amendments to the appendices.
The Cabinet was next addressed by Abbey Darling on behalf of the residents
of Greystead Road and surrounding streets. She said there were strong
objections to the building proposals especially as all residents had to go on
was a single line drawing and a consultation period in March and April that
was felt to be inadequate.
Jamila Astwood spoke on behalf of residents of the Dacres Estate who
believed consultation had been too brief especially given the potential impact
on green space.
Perry Vale Ward Councillor John Paschoud spoke saying he believed the
consultation by Lewisham Homes had been impressive. He explained Section
105 consultations were limited to secure tenants but Lewisham Homes had
gone much further engaging widely with other area interest groups. He
stressed that the formal planning process had not commenced and there were
no detailed proposals on the table. These would only be submitted once all
views expressed had been considered.
Councillor Bell concluded by thanking residents for appearing and voicing
their concerns. He confirmed no firm plans had been developed as the
Council was still in an early part of the process. He explained Housing
developments took a long time and involved a lot of pre-planning preparation.
He pledged that residents would not be ignored and he said he would be
happy to meet residents to discuss any issued they had. He explained the
context of the Council’s efforts to tackle homelessness but stated that thus far
no decisions had been taken.
Having considered an open officer report, and presentations by the Cabinet

the Cabinet for the reasons set out in the report and by a vote of 4-0
of members physically present in the Council Chamber:
