3.1    A copy of the written updates provided below.

 

3.2    Cllr Onikosi summarised the written updates and invited Annabel McLaren to talk about The Greyhound.

 

3.3    Annabel told the Assembly that the pub had been closed since 2007 and had been demolished by the developer which was against planning application. It has taken a long time to ensure that the pub was restored to its former glory. It is available for either buy or lease and there has been interest with people coming to view. The Sydenham Society has put in to register the building as an asset of community value so that it is developed as a pub/restaurant.

 

3.4       Sainsbury’s have leased the unit behind and are due to pen on 17th March and the hope is that the remaining unit will become a restaurant.

Transport issues

 

Bakerloo Line Extension
 
Overview

Update - 5 January 2016

The options assessment report for the Bakerloo line extension (BLE) is now available https://consultations.tfl.gov.uk/tube/bakerloo-extension/user_uploads/options-assessment-report_final.pdf. An updated options selection summary report is also available https://consultations.tfl.gov.uk/tube/bakerloo-extension/user_uploads/options-selection-summary-report-january-2016.pdf

The report considers the possible destinations that were suggested as part of the 2014 public consultation.  It also further considers the options presented during the 2014 consultation.  

Each option was assessed against a range of criteria including the potential to unlock new homes and improve public transport in south east London.

The report indicates that a route to Lewisham, via the Old Kent Road, currently has the strongest case, with the potential to support approximately 25,000 homes. The assessment also found that, by terminating at Lewisham, an extension could be delivered by 2030.

What happens next

Following extensive assessment of possible routes, we are now investigating extending the line to Lewisham via Old Kent Road. A future phase beyond Lewisham will also be further considered in collaboration with stakeholders including Network Rail.

No final decisions have been made and more detailed work will be carried out before further public consultation occurs.

If a decision is made to progress the scheme, and the necessary funding is secured, it is anticipated that construction could commence in around 2023. Completion would be in approximately 2030.

 

 

 

Sydenham Road

Since the commission in August for improvement works of the traffic lights on Sydenham Road/Station Approach for Urban Traffic Control (UTC), further work has been undertaken throughout October and November on the lights atSydenham Road/Spring Hill, Sydenham Road / Newlands Park, Sydenham Road / Mayow Road and Queensthorpe Road.  Although these works were completed by TfL on 20th November there exists a software problem at the junction of Newlands

 Cost Variables

 

 
Park which has meant a delay in fully optimising the Split Cycle Offset Optimisation Technology (SCOOT) - an optimisation system which ensures better traffic flow by enabling traffic lights to work in harmony. TFL have informed us that they are working quickly to fully optimise SCOOT and rectify the defective software. We will report back at the next Assembly.

 

The Greyhound Update

 

As you will probably have seen, work on the Greyhound Public house is positive and currently being advertised for rent or let.

 

As part of the 2010 planning permission, six birch trees have been planted in the piazza and two greyhounds on plinths can now be seen at the main entrance.

 

The Sydenham Society's application to the Council for the public house to be listed as an asset of community benefit was success which means that whilst it is currently advertised for rent or let as A3 (cafe/ restaurant), A4 (pub) any interested commercial operator must demonstrate how their intended business will fulfil the Community Asset designation.

 

The vacant unit (to the right of the Greyhound) has been leased by Sainsbury and work is underway to bring a local branch to our high street which is due to open on 17th March.

Existing Issues      

 

Riney's are still unclear of the location of the notice board. We have once again chased them on it's whereabouts but are working with Tom Henry to identify underspend for a replacement to be purchased.

 

Venner Square

 

Damage occurred to paving slabs in Venner Square after work by the Water Board and the finish is uneven. It has been confirmed that this is a temporary fix whilst the new slabs were order.

 

These slabs have now been received by London Borough of Lewisham and Thames Water have been informed. If works are not completed within six months, Thames Water will be issued with a fine.

 

Queensthorpe Square

 

Skanska have removed a lamp post in Queensthorpe Square. Replacement paving has been requested to be installed in this space.

 

 

Events Consultation & Policy

 

There was a consultation regarding parks and the results are listed below.

 

Consultation

 

Consultation was undertaken with a total of 255 web surveys received.

       71% agreed with the principle of ticketing some event.

       67% agreed with the principal of an annual price list to events organisers for major events (attendance over 5000) based upon a hire fee per head.

       70% agreed with limiting the number of events.

       73% agree that revenue should go to supporting parks services as a whole.

       Covers all parks apart from Blackheath as this shares a joint policy with Greenwich.

 

When asked what type of events residents would like the most popular were

 

Nature Events            Local Community events                  Open Air Theatre

Open Air Film            Music events and concerts              Children’s events and parties

 

         The aims of the policy are to ensure potential hirers and the public at large have a clear picture of how events bookings are taken, how they are evaluated, what legal processes are required and how health and safety implications are addressed.
