Acknowledgment of receipt of the petition in which residents express concerns about traffic volumes, speed, rat-running and safety in Devonshire Road.
The Council understands residents’ requests for a safer and more pleasant environment on our streets. With limited funding available Lewisham targets its interventions where they are needed most based on the available record of injury caused by road traffic collisions and past intervention. We also assume that some of the issues are as a result of the nature of the parking along the street and have provided an update below.
Road safety measures are currently installed on Devonshire Road, such as speed humps as part of a 20mph zone, to reduce inappropriate speeding. This has helped to maintain a record of no collisions involving personal injury, as per the available data from the Metropolitan Police in 2018 and 2019 and has not been identified as a priority for any further treatment at this time.
Looking at some of the concerns raised, the anti-social behaviour may be in part as a result the parking practices and the lack of space for motorists to give way to each other. Introducing controls to parking in residential roads, such as Devonshire Road, could assist in reducing such pressure and further improve road safety. The Council has recently decided to review all parking throughout the borough, with a view to introducing controlled parking zones to those areas currently without parking controls, through a programme of consultation and engagement with affected residents. Such a programme will take some time to develop and fund appropriately and the Council is not able to provide any more details presently. In the meantime we recommend any anti-social behaviour is reported to the Police.
In addition and as part of the Council’s transport strategy and local implementation plan 2019–2041 (LIP3), the Council has developed a Healthy Neighbourhoods programme, which will change our streets and aims to improve air quality, reduce traffic and congestion and encourage active travel, such as walking and cycling. Lewisham is currently considering priorities for next year, including which Healthy Neighbourhood should be prioritised for implementation, based on revised criteria and updated data, drawing on what we have learnt from the implementation of the Lewisham and Lee Green Low Traffic Neighbourhood. This process is expected to be complete by the spring 2021. If Devonshire Road is included in an area which is prioritised, appropriate measures will be developed and communicated through an engagement exercise with residents, Please note that this is subject to funding being secured from Transport for London (TfL), which the Council relies on to deliver the majority of our road safety measures and traffic interventions.
