Catford Regeneration Masterplan

 

The Mayor confirmed Mayor & Cabinet would be involved in the appointment of an architect.

 

Social Impact Bonds

 

The Mayor accepted the request that the planned evaluation of the project be considered at Mayor and Cabinet.

 

Beckenham Place Park landscaping works restoration contract award

 

The mayor noted the referral but did not agree a root and branch strategic review was necessary and that it would not be appropriate for an outgoing Mayor to order such a review.

Minutes:

Upon receiving advice from the Head of Business & Committee and the Legal

representative, the Mayor and Cabinet Contracts Committee resolved to

consider this item in open session.

 

The written comments of the Overview & Scrutiny Business Panel were

presented by the Chair, Councillor Alan Hall. The Mayor responded to each

comment as shown below.

Beckenham Place Park landscaping works restoration contract award

 

The Mayor said he was slightly puzzled by the Business Panel using their

scrutiny of a landscaping contract to encompass a call for a general review of

the Beckenham Place Park development. He stated it was highly problematic

to ask for a new course to be steered with only a couple of weeks left in an

administration.

 

Councillor Rachel Onikosi advised the Mayor that the entire project had been

predicated on resident consultation and engagement. She was aware of a

determined critical lobby that had lobbied against the closure of the golf

course and she reported they were still being engaged at Park User Group

and other meetings. She stated the regeneration was a huge project involving

the attraction of massive Heritage Lottery Fund grants which required

continuous project review. She advised the Mayor not to pursue the option

required by the Business Panel.

 

The Mayor observed that use of the park had significantly increased since golf

usage had ended and he concluded that he should note the referral but not

agree a root and branch strategic review was necessary, adding that it would

not be appropriate for an outgoing Mayor to order such a review.

 

RESOLVED that the Mayoral responses be reported to the Overview &

Scrutiny Business Panel.

RESOLVED that under Section 100(A)(4) of the Local Government Act 1972,

the press and public be excluded from the meeting for the following items of

business on the grounds that they involve the likely disclosure of exempt

information as defined in paragraphs 3, 4 and 5 of Part 1 of Schedule 12(A) of

the Act, as amended by the Local Authorities (Executive Arrangements)

(Access to Information) (Amendments) (England) Regulations 2006 and the

public interest in maintaining the exemption outweighs the public interest in

disclosing the information:-

Deptford Lounge Centre Management for Arts, Culture & Community Services, and Facilities Management for Deptford Lounge and Tidemill Academy

Decision:

Having considered a confidential officer report, and a presentation by the

Cabinet Member for Health, Well-Being & Older People, Councillor Chris

Best, Mayor and Cabinet (Contracts) agreed that a 5-year contract be

awarded to The Albany from 1 June 2018, to provide comprehensive centre

management and facility management service for the Deptford Lounge and

the areas shared with Tidemill Academy with a provision to extend for a

further five years, subject to further approval at a stated annual contract value

and a stated total contract value for the initial 5-year contract.

RESOLVED that a 5-year contract be awarded to The Albany from 1 June

2018, to provide comprehensive centre management and facility management

service for the Deptford Lounge and the areas shared with Tidemill Academy

with a provision to extend for a further five years, subject to further approval at

a stated annual contract value and a stated total contract value for the initial

5-year contract.

Highways Contract Strategy

Decision:

Having considered a confidential officer report, and a presentation by the

Deputy Mayor, Councillor Alan Smith, Mayor and Cabinet (Contracts) agreed

that the preferred strategy for highway works contracts which will commence

from April 2019 be approved with an extension of the existing Highways

Maintenance and Planned Works (HMPW) contract from April 2019 until

March 2021 and re-tendering the Footway and Resurfacing contracts to

commence from April 2019 and complete in March 2021.
