Councillor Bell (Chair), asked if Members agreed that the Minutes of the Planning Committee (C) meeting held on 5th November 2015 were a true and accurate record. Members agreed, however Councillor Paschoud raised issues as to how the voting had been recorded. Kevin Chadd said that he would seek clarification from legal.

The Planning Officer outlined the details of the case and also brought to Members attention that there had been an amendment to Condition 2.

 

Questions by Members followed this including discussions relating to visibility from the public space, whether the dwelling was subject to an Article 4 Direction, what the Conservation Officer’s thoughts were on the development proposal, proposed materials, the window style and the implications of the development being on the boundary of a Conservation Area.

 

The committee received verbal representation from Ms Ryan (applicant). Ms Ryan presented the scheme and responded to Members questions.

 

Councillor Bell moved a motion to accept the officer’s recommendation. It was seconded by Councillor Paschoud.

 

Members voted as follows:

FOR: Councillors Bell (Chair), Ogunbadewa (Vice-Chair), Clarke, Hilton, Dacres, Klier, Milne and Paschoud.

RESOLVED: That planning permission be granted in respect of application No. DC/15/91749 subject to the conditions outlined in the report and the amendment to Condition 2.

The Planning officer outlined the details of the case.

 

Questions by Members followed this including discussions relating to the objection made by the Conservation Officer, design and the purpose of the window panels.

 

The committee received verbal representation from David Boswell (applicant) who presented the scheme and responded to Members questions. Questions included the window design, clarification as to the proposed window design and the conditions that would be imposed if the decision was to be overturned.

 

Further discussion and deliberation took place, which led Councillor Bell to move a motion to overturn the officer’s recommendation. It was seconded by Councillor Ogunbadewa (Vice-chair).

 

Members voted as follows:

FOR:                Councillors Bell (Chair), Ogunbadewa (Vice - Chair), Dacres, Clarke, Hilton, Klier, Paschoud, Milner.

 

RESOLVED:     That planning permission be granted in respect of application No.  DC/15/90865 subject to conditions in respect of the statutory timelimit and approved plans.
