Councillor Bell (Chair), ask if Members agreed the Minutes of the Planning Committee (C) meetings held on 28 August 2014. Members agreed.

 

Councillor Bell (Chair), further expressed that his statement regarding late items to Members of the Committee were not fully address in the minutes of the Planning Committee C meeting on the 28 August 2014 and requested that his concerns be recorded.  The minutes were not signed.

The Planning Officer outlined details of the proposal for demolition of existing garages adjacent to Innes Lodge and the construction of a part-single/ part-two/ part-three storey, three bedroom dwelling-house and associated landscaping.

 

The Committee received verbal representation from Mr Davies of 31// 44 Architects, on behalf of  the applicant, who confirm that the development is a family home.

Following questions and deliberation by Members, Councillor Bell (Chair), moved a motion to accept the officer’s recommendation and grant planning permission, which was seconded by Councillor John Paschoud.

 

Councillor Coughlin arrived during the presentation of this item and did not take part in the voting process.

 

Members voted as follows:.

FOR:                     Councillors Bell (Chair), Clarke, Hilton, Hooks, Klier, Ogunbadewa, John Paschoud and Slater

 

RESOLVED:       that Planning Permission be granted in respect of Application No. DC/14/87633, subject to conditions as set out in the report and the applicant be informed.

The planning officer outlined details of the proposal for construction of three dormer windows to the rear roof slope, the installation of one conservation roof light to the side roofslope, together with a new window to the front facing gable end.

The Committee received verbal representation from Mr Graham of Graham Associates, on behalf of the applicant, in support of the proposal and from the secretary of the Culverley Green Residents Association, who raised concerns regarding the formality and look of the Conservation Area was being eroded.

Councillor Clarke requested that photographs of the street scene be provided on all applications, so that Members have a clear view of the street when making decisions.

Councillor John Paschoud asked if when possible officers try to maintain the uniformity and look of the block of houses with regard to gable end windows including Culverley Green conservation area.

Following questions and deliberation by Members, Councillor Clarke, moved a motion to defer the application for further negotiations with the applicant and the application be returned to Planning Committee (C) on 18 November 2014, which was seconded by Councillor Coughlin.

 

Members voted as follows:

 

FOR:                     Councillors, Bell (Chair), Clarke, Coughlin, Klier, John Paschoud and Slater.

 

AGAINST:            Councillors Hooks, Hilton and Ogunbadewa.

RESOLVED:          that a decision be deferred in respect of application DC/14/87984 to enable officers to provide a more detailed report to the Committee, containing further information on gable end windows in Culverley Road as well as the wider conservation area and historic precedents.

The planning officer outlined details of the proposal for construction of a single storey extension to the rear, together with the reinstatement of sliding sash windows to the ground floor rear bay window and the addition of a new  window opening in the flank elevation at ground floor level.

The applicant Miss Hales was in attendance but did not address the Committee.

Following questions and deliberation by Members, Councillor Bell (Chair), moved a motion to accept the officer’s recommendation and grant planning permission, which was seconded by Councillor Hilton.

 

Members voted unanimously in favour of the officer’s recommendation.

RESOLVED:       that Planning Permission be granted in respect of Application No. DC/14/88626, subject to conditions as set out in the report and the applicant be informed.
