The Planning Officer outlined details of the proposal for the installation of replacement PVCu, double-glazed casement windows in the elevations.

 

He also reported to Members that an email had been received from the Chair of Sydenham Society, objecting to the installation of the windows and doors.

 

The Committee received verbal representation from the occupier of 7 Adamsrill Road and from Annabel McLarcan, Chair of the Sydenham Society, who read from a prepared statement and circulated a Victorian map of the area to Members in support of objections to the installation of the windows.

 

Councillor Gibson moved a motion to accept the officer’s recommendation which was seconded by Councillor Jeffrey.

 

Members voted as follows

 

FOR:                 Councillor Bell (Chair), Councillors Beck, Gibson and Jeffrey.

 

AGAINST:        Councillors Curran and John Paschoud.

 

RESOLVED:     that planning permission be granted in respect of Application No. DC/14/86160, subject to the Condition as set out in the report.

The Chair of the Committee informed Members that this item has been withdrawn from the meeting because of a late objection from a local residents.

The planning officer outlined details of the proposal for the installation of 6 solar panels in the rear and 2 in the side roof slopes, he also stated that the recommendation should be changed in order to reflect that there are (2) applications Listed Building Consent and Planning Permission with conditions referring to both applications, with a minor change to reflect the different legislation under which Listed Building Consent is determined.

 

He also reported to Members that a further statement was submitted by the applicant, confirming that the solar panels are black to blend in with the roof slates, will be set behind the parapet wall and the chimneys of the house next door and will not be visible from the street.  

 

The Committee received verbal representation from the applicant, who read from a prepared statement which was tabled to Members before the meeting in support of the application.

 

Councillor John Paschoud moved a motion to accept the officer’s recommendation with amendments, which was seconded by Councillor Bell (Chair)

Councillor Curran arrived at 7:35 pm during the presentation of this item and did not take part in the decision making process.

FOR:                   Councillor Bell (Chair), Councillors Beck, Gibson, Jeffrey and John Paschoud

RESOLVED:     that Listed Building Consent and Planning Permission be granted in respect of Application Nos. DC/14/87022 & DC/13/85794, subject to Conditions as set out in the report and a minor change to the Listed Bilding Consent Conditions as above.
