The Planning Officer outlined details of the proposal for the construction of extensions at first floor level, to create a live/work unit.

 

He also reported to Members that emails had been received from residents of 75a Upper Brockley Road and 58 & 76 Manor Avenue, reiterating objections previously raised concerning the proposal and a letter of support from a resident at 25a Bovill Road.

 

The Committee received verbal representation from the occupier of 68 Manor Avenue, who read from a prepared statement and from the occupier of Ground Floor Flat, 20 Wickham Road and on behalf of the Brockley Society and other objectors to the development.

 

Councillor Darren Johnson spoke Under Standing Orders as a Ward Member, representing the diverse views of the local residents as follows:

 

·          Development of this type is upgrading the Mews and there is no loss of rear gardens.

 

·          Neighbours that back onto the mews are tired of fly-tipping and tyre burning.

 

·          Residential use is not appropriate in the Mews.

 

·          Increase in mass of building and concerns with materials to be used.

 

He also stated that the Council should revisit the Brockley Conservation Area and engage with local residents to take on board their views.

 

Councillor Gibson arrived at 8:50pm during the presentation of this item and did not take part in the decision making process.

 

Councillor Bell (Chair) moved a motion to accept the officer’s recommendation which was seconded by Councillor Paschoud.

 

Members voted as follows

 

FOR:                   Councillors Bell (Chair), Councillors Curran, Hall, Jeffrey and John Paschoud.

 

AGAINST:          Councillor Feakes.

 

RESOLVED:     that planning permission be refused in respect of Application DC/13/85211, subject to the Condition as set out in the report.

The planning officer outlined details of this proposal for the change of use to a mini cab control centre and reported to Members that a letter was received from a resident of 124 New Cross Road, who raised concerns regarding road safety and congestion..

 

The Committee received verbal representations from the occupier of the Old Library, 116-118 and from a resident of New Cross Road, who raised concerns regarding parking issues, noise pollution and anti-social behaviour.

 

Councillor Hall moved a motion to reject the officer’s recommendation and Refuse Permission, which was seconded by Councillor Curran.

Members voted as follows:

FOR:                   Councillor Bell (Chair), Councillors Curran, Gibson and Hall,

 

AGAINST:          Councillors Feakes, Jeffrey and John Paschoud.

 

RESOLVED:     that planning permission be Refused in respect of Application No. DC/13/85134, for the following reason:-

 

The proposal fails to comply with the aims and objectives of Saved Policy STC10 (Mini cab and Taxi Offices) and emerging DM Policy 21  in that it would cause adverse impact on the surrounding area by reason of traffic congestion, including parking, and furthermore would give rise to noise disturbance, all of which would be to the detriment of the amenities of local properties, including residential neighbours.

The planning officer outlined details of the Section 73, for a minor material amendment in order to allow the location of heat pumps in an existing light well in connection with the planning permission (DC/12/81076) granted 22 November 2012.

 

The applicant was in attendance but did not address the Committee.

 

Councillor Feakes moved a motion to accept the officer’s recommendation, which was seconded by Councillor John Paschoud.

Members voted unanimously in favour of the officers recommendation.:

RESOLVED:     that planning permission be granted in respect of Application No. DC/13/84600, subject to Conditions as set out in the report.
