 1. Catford Rhum Arrange Limited (“the Applicant”) applied for a Variation of Premises Licence on 19th February 2025 for the Catford Rhum, 48-49 Deptford Broadway, Deptford, London SE8 4PH (“the Premises”).

2. The application was made by the company and was advertised in accordance with Regulation 25 of the Licensing Act 2003 (Premises licences and club premises certificates) Regulations 2005. The Blue notice at the premises did not include the Seasonal Variation and the consultation period was therefore extended to ensure compliance with the regulation. The last date for representations was 19th March 2025.

No changes to retail sale of alcohol for consumption OFF the premises or to any other activities.

4. Representations were received from two members of the public objecting to the application on the grounds of the Prevention of Public Nuisance and the Prevention of Crime and Disorder. The representations were received within the specified time, were examined by Officers and were not considered to be vexatious or frivolous.

5. Neither the Licensing Authority nor any Responsible Authority made any representations.

6. The Licensing Committee held a hearing on the 8th of April 2025 to consider the Application. Sam Stewart addressed the Committee on behalf of the applicant company in support of the variation application. He answered Members’ questions and was given an opportunity to sum up at the end. The two members of the public who had made representations against the grant of the licence were called in turn as ‘Objector 1’ and ‘Objector 2’ to speak and each was also given an opportunity to sum up at the end.

7. In making its decision the Committee has considered all the papers contained in the report pack and submitted documents, including written submissions, together with the oral submissions presented on behalf of the Applicant and by the Objectors at the hearing. The committee also considered the Council’s own Statement of Licensing Policy 2020-25 and the latest Home Office Statutory Guidance, revised in December 2023.

8. The Committee took account of the written and oral representations from the members of the public and the written and oral submissions made on behalf of the Applicant. The decision of the Committee is to grant the variation for the retail sale of alcohol for consumption on the premises for the hours requested.
