 1. Spaces & Stories Limited (“the Applicant”) applied for a new Premises Licence on 23rd December 2024 for Deptford Storehouse, New King Street, Off Grove Street, London SE8 3AA (“the Premises”).

2. The application was made by the Director of the company and advertised in accordance with Reg. 25 of the Licensing Act 2003 (Premises licences and club premises certificates) Regulations 2005. The ‘blue notice’ at the Premises did not initially include the correct details and so the last date for representations was extended to 30th January 2025.

The particulars proposed for the new licence were:

Sale of Alcohol for consumption on and off the premises:

08:00 – 22:30 Monday – Saturday

08:00 – 21:30 Sunday

Regulated Entertainment - Recorded Music/Live Music/ Films/ Plays (All indoor and outdoor). Indoor Sporting Events/ Performances of Dance and anything of a similar description:

08:00 – 22:30 Monday – Saturday

08:00 – 21:30 Sunday

Opening hours: 30 minutes after the end of licensable activities to allow for orderly closure of premises.

3. Nine (9) representations were received from local residents objecting to the application with all four of the Licensing Objectives referred to. There were two (2) representations from residents in support of the application. Objections were received from both the Licensing Authority and the Police. The Licensing Authority subsequently withdrew its objection following an agreement with the applicant to include conditions.

4. The Licensing Committee held a hearing on 26th of February 2025 to consider the Application. Four (4) of the local residents who had raised objections to the grant of the licence attended to speak to their written representations. None of the persons

who had made representations in support attended the meeting. The applicant was represented by Paddy Whur of Woods Whur, Lawyers and Nilam Smith, General Counsel of Broadwick Group Limited.

5. The Applicant had amended their application to offer the following additional conditions:

                The capacity of an event shall not exceed 500 persons (excluding staff)

                There shall be no music events.

                There shall be no amplified music in the outside areas of the Premises.

 

6. The Metropolitan Police were represented by Michael Feeney of counsel, with acting police sergeant Collins. Notwithstanding the amendments made by the applicant, including the reduction in the maximum capacity of events to 500 persons, the Police maintained their objection to the Licence on all four of the Licensing Objectives. However, if the Council were minded to grant the Licence, the Police proposed that further conditions be included, which they had submitted.

7. In making its decision the Committee has considered all the papers contained in the report pack and submitted documents, together with the oral submissions and evidence presented on behalf of the Applicant and the Residents at the hearing. The committee also considered the Council’s own Statement of Licensing Policy 2020-25 and the latest Home Office Statutory Guidance, revised in December 2023.

 1. Reels Casino Slots Ltd (“the Applicant”) applied for a new Premises Licence, for the purposes of an ‘Adult Gaming Centre’ on 18th December 2024 for Reels Casino Slots, 3 Catford Broadway, Lewisham, London SE6 4SP (“the Premises”).

2. The application was made by the Director of the company and advertised in accordance with Reg. 12 of the Gambling Act 2005 (Premises Licences and Provisional Statements) Regulations 2007. The last date for representations was 14th January 2025. No hours of operation were stated.

3. One representation was received from an interested person on the grounds of the Licensing Objective ‘To prevent gambling from being a source of Crime and Disorder’.

4. The Licensing Authority received the representations and, following the Applicant’s acceptance and incorporating measures to prevent the exacerbation of current problems with street drinking and ASB in their Local Area Risk Assessment (‘LARA’) plan as requested, raised no objections.

5. The Licensing Committee held a hearing on 26th of February 2025 to consider the Application. The interested person who had made representations did not attend the hearing and was believed to be unwell. The Committee decided to go ahead with the hearing in their absence and would take account of their written representations.

6. The Applicant was represented by Andrew Woods of Woods Whur, Lawyers who spoke in support of the application. The Applicant, Alan Callas, attended himself and spoke and answered Members’ questions.

7. In making its decision the Committee has considered all the papers contained in the report pack and submitted documents, together with the oral submissions and evidence presented on behalf of the Applicant at the hearing. The committee also considered the Council’s own Statement of Principles for Gambling 2024-27 and the current Gambling Commission’s Licensed Conditions and Code of Practice and the Gambling Commission’s guidance to Licensing Authorities updated to 11.04.23.

8. The Committee’s decision is to grant the application in the terms submitted. Its reasons for doing so are as follows:

The premises had been used as a betting shop up to January 2024 without issues arising, since when it had stood empty. The application would bring back into use with a different AGC premises licence.

 

The Applicant addressed how they would deal with Crime and Disorder considerations, including staff training on the Borough’s PSPO, an incident record maintained at all times of ASB on the Broadway, and providing two additional, external CCTV cameras to enhance the security of the immediate area.

 

The Applicant was a smaller scale but experienced operator of gambling premises in five other locations. He gave a credible and convincing account of how the Licensing Objectives would be promoted and risk issued addressed, including through configuration of the site, management measures, staff practices and training and operating procedures.

 

It was observed that if the licence conditions were not complied with it was open for an interested person to instigate the licence review process.
