Minutes: Councillor Brown asked for further details of the delegation process should permission be granted to delegate appointment powers to the Chief Executive. The Director of Organisational Development and Human Resources explained that while the decision would rest with the Chief Executive, she was at liberty to take advice from officers or elected members. The Chief Executive added that her preliminary view was that she would involve the appropriate Cabinet member. Councillor Brown underlined the current practice of senior officer appointments being made by both executive and non executive councillors and asked if any informal elected member consultation could be carried out on a bilateral basis involving equally executive and non executive members. The Chief Executive indicated she would be happy to operate on that basis ensuring parity of esteem.
RESOLVED that:
(1) Should the Committee not appoint to the position of interim Executive Director for Children and Young People in the confidential part of this meeting authority be delegated to the Chief Executive to appoint an interim Executive Director for Children and Young People, to cover the statutory role of Director of Children’s Services (DCS) in advance of a permanent appointment being made; and
(2) The permanent Executive Director for Children and Young People position be advertised in December 2019 and go through the normal Appointments Committee appointments process. |

Minutes: Councillor Brown received confirmation that this delegation would be exercised on the same basis as that of the Interim Director of Children and Young People.
RESOLVED that:
(1) authority be delegated to the Chief Executive to appoint an Interim Director for Regeneration.
(2) the permanent Director for Regeneration position be re-advertised in the New Year when better market conditions prevail, and go through the normal Appointments Committee appointments process. |
