This report was said to be late owing to delays in collating all the information

The report was described as urgent and could not wait until the next meeting

of the Mayor & Cabinet on July 19 2017 because proposed changes to the

development, increasing the amount of affordable housing, need to be

confirmed or otherwise, to enable an updated planning submission to be

made as soon as possible.

 

Where a report is received less than 5 clear days before the date of the

meeting at which the matter is being considered, then under the Local

Government Act 1972 Section 100(b)(4) the Chair of the Committee can take

the matter as a matter of urgency if he is satisfied that there are special

circumstances requiring it to be treated as a matter of urgency. These special

circumstances have to be specified in the minutes of the meeting.

 

Having considered a confidential officer report and a presentation by the

Cabinet Member for Housing, Councillor Damien Egan, the Cabinet, for the

reasons set out in the report:

 

RESOLVED that:

 

(1) the update on the Deptford Southern sites project and the progress in

negotiations led by officers with development partners and the GLA with the

aim of increasing the amount of affordable housing within the proposals be

noted, and that this successful negotiation has resulted in the percentage of

affordable housing on the site being increased to 47 per cent;

 

(2) the GLA has agreed in principle to provide additional grant funding for the

purpose of increasing the number of affordable homes provided;

 

(3) the Council also provides grant funding on the basis set out;

 

(4) the tenure of 21 homes on the Tidemill site be changed from private sale

to London Affordable Rent (social rent);

 

(5) the Development Agreement is amended to extend the long stop date to

31 June 2018;

 

(6) the revised budget for the development be approved; and

 

(7) authority be delegated to the Executive Director for Resources &

Regeneration, in consultation with the Executive Director for Customer

Services and the Head of Law, to negotiate and agree the necessary legal

documentation in connection with the recommendations in this report.
