Having considered an open officer report, and a presentation from the Cabinet

Member for the Third Sector, Councillor Joan Millbank, Mayor and Cabinet

(Contracts) agreed that an award of £15,000 be made to London Sport for

2017/18.

Having considered an officer report and a presentation by the Cabinet

Member for Housing, Councillor Damien Egan, the Mayor agreed that:

(1) the progress update on the New Homes, Better Places Programme be

noted;

(2) the success of PLACE/Ladywell and the lessons learnt during the delivery

of the project as set out be noted;

(3) the feasibility work undertaken by Rogers Stirk Harbour and Partners on

behalf of Perfect Circle for a proposed development to be known as

PLACE/Deptford on the site of the former Edward Street MUGA, and how this

work builds on the lessons learned from PLACE/Ladywell, be noted; and

(4) the Budget for the PLACE/Deptford development as set out in section 12

be approved.

Having considered an officer report, the Mayor agreed that the following

persons be appointed as Education Appeals Panel Members:

Mrs Amanda Cunningham.

Mr Michael Pike.

Mr Anthony Ring.

Having considered an officer report and a presentation by the Cabinet

Member for Policy and Performance, Councillor Joe Dromey, the Mayor

agreed that:

(1) the response from the Executive Director for Resources and Regeneration

to the comments from the Overview and Scrutiny Business Panel be

approved and reported to that Panel; and

(2) officers undertake the proposed evaluation of the Sustainable Community

Strategy 2008-2020.

Deptford Anchor

The Mayor stated the Council’s intention was to engage fully with the Deptford Society to achieve the best possible solution for the locality.

Having considered an officer report, the Mayor agreed that the Committee’s

comments, as set out be received and the Executive Director for Resources

and Regeneration be asked to provide a response for Mayoral consideration.

Timothy Andrew (Scrutiny Manager) asked the Committee to confirm the outcome of the AGM on 27 March.

Resolved: that the outcome of the AGM on 27 March be agreed and that Councillor Maja Hilton be confirmed as the Chair of the Select Committee and that Councillor Chris Barnham be confirmed as Vice-Chair of the Committee.

Resolved: that the agreement of the minutes be postponed until sufficient members were present to confirm their accuracy.

Resolved: to incorporate the changes requested by the Committee into the 2017-18 work programme; to consider alternative dates for the meetings scheduled to be held in June and July in order to take account of pre-election period restrictions; the scrutiny of the Lewisham future programme savings proposals and the intention to jointly scrutinise an item on school budgets with the children and young people’s select committee. It was also agreed that: a scoping report would be received, setting out possible key lines of enquiry for a ‘household budgets review’. Finally, the Committee agreed to move the usual start time of the meeting to 7:30pm.

It was RESOLVED that

1)    Councillor Luke Sorba be confirmed as Chair of the committee

2)    Councillor Liz Johnston-Franklin be confirmed as Vice-Chair of the committee.

The Chair welcomed Councillor Joyce Jacca as a new member of the committee, and Councillor John Paschoud who was returning to the committee after a break.

The Chair noted his thanks to Mark Saunders, parent governor representative (secondary) who had resigned from the role as he was moving out of borough.

The Chair thanked the existing non-councillor committee members for their valued and continued involvement with the committee.

The Chair also recorded his thanks to the previous Chair, Councillor Hilary Moore, who had chaired the committee for the previous 2 years.

The Chair welcomed David Sheppard, Executive Head of Leathersellers’ Federation of Schools, to the meeting.
