To receive, within a month, a copy of the letter that the Mayor will write to the Home Secretary regarding the lack of available local data on referrals to Prevent and Channel and outcome.

To receive, within a month, further information on the ways in which Lewisham Council can contribute to the national review of Prevent and how Members can be involved.

To be informed of the name of the external organisation the council is working with to run community-based sessions on Prevent and Channel.

That the committee thanks Mayor & Cabinet for its responses to their recommendations and that it looks forward to receiving a progress update in 6 months’ time.

RESOLVED:

(1)  That a report on employee relations be considered at a later meeting of the committee, providing information on the council’s process for resolving employment disputes; the council’s phased return to work policy; the updating of the council’s HR policies, and their conformity with ACAS guidelines; the numbers of long-term agency staff; the employment profile of schools in Lewisham; the proportion of non-voluntary leavers that are dismissals and the different categories of dismissal; and the numbers of staff who take shared parental leave.

(2)  That representatives from all three staff unions be invited to attend the meeting for this item to contribute to the discussion.

Resolved: that the Committee would share its views with Mayor and Cabinet as follows:

·         The Committee believes that the sustainability of the town centre redevelopment should be a key consideration. It recommends that this should take account of both - the methods used for the construction of new buildings and infrastructure - as well as the long-term sustainability and energy efficiency of the whole centre. Accordingly, it recommends that ‘sustainability’ should become one of the key place shaping principles for the town centre and it would welcome detailed information about how issues of sustainability will be considered in future reports.

·         The Committee also believes that further work should take place to secure the future viability of the Broadway theatre.

·         The Committee recommends that further consideration should be given to the scope and scale of the development both with and without the extension of the Bakerloo line to the town centre.

Resolved: the Committee recommended that in the options appraisal for the future of the parks service – officers should take the following issues into consideration –

·         The future management and viability of spaces for sport in parks;

·         Options for the ring fencing of the parks budget;

·         Safeguarding the employment of professionals with support from volunteers – rather than allowing volunteers to replace paid employees;

·         Biodiversity, climate change mitigation and environmental protection;

·         Management of rough sleepers;

·         The availability of officer resources to deliver the urban national park project;

·         The maintenance of specialist assets (such as built features as well as ceremonial and memorial gardens) in parks.

Resolved: that the Committee’s views under items three and five be referred to Mayor and Cabinet.

Resolved: that the Committee would refer its views to Mayor and Cabinet, as follows:

·         The Committee is concerned about the increasing list of new materials and construction techniques which are being identified as a potential risk for fire safety – specifically high pressure laminate (HPL) and the inclusion of wooden balconies on high rise buildings. The Committee asks for confirmation that due care and consideration is being given to the potential use of these materials in Lewisham’s housing stock.

·         The Committee believes that Lewisham’s pubs are at risk. It has identified an opportunity to increase protection for local pubs through the development of the new local plan. Contrary to the strength of feeling in the Committee about this issue, councillors are not reassured that their comments on preserving Lewisham’s pubs have been given full and thorough consideration. The Committee asks that Mayor and Cabinet direct officers to provide a detailed response to the Committee’s recommendations on preserving Lewisham’s pubs. This should define the actions that have been taken. Furthermore, it reiterates its view that the protection of Lewisham’s pubs should be championed through planning policy and fully incorporated into the new local plan.

Member for Democracy, Refugees & Accountability, Councillor Kevin

Bonavia, the Mayor and Cabinet agreed that the response be approved for

submission to the Safer Stronger Communities Select Committee.

Having considered an officer report, and a presentation by the Cabinet

Member for Finance and Resources, Councillor Amanda De Ryk, the Mayor

and Cabinet agreed that

(1) the current financial forecasts for the year ending 31 March 2020 and the

action being taken by the Executive Directors to manage down the forecasted

yearend overspend be noted; and

(2) the proposed revision of the capital programme budget, as set out in

section 13, with further detail at appendices 1 and 2, be noted.

Mayor and Cabinet agreed that the progress made as set out and the use of

once-off reserves and provisions to fund this work be noted and the response

be reported to the Mayor & Cabinet.

Cabinet Member for Environment and Transport, Councillor Brenda Dacres,

the Mayor and Cabinet agreed that the report be noted.

Having considered an officer report, and a presentation by the jobshare

Cabinet Member for Environment and Transport, Councillor Brenda Dacres,

the Mayor and Cabinet agreed that:

(1) the immediate purchase of 65 vehicles for the 2019 - 2021 Fleet vehicle

replacement programme, be approved as set out;

(2) authority be delegated to the Executive Director for Customer Services to

purchase a further 10 (passenger services vehicles) for the 2019 – 2021 Fleet

vehicle replacement programme subject to the outcome of the travel and

transport review;

(3) the results of the finance options appraisal, which recommends the

outright purchase of vehicles via a mechanism of external borrowing be noted;

(4) external borrowing for the 2019/20 replacement programme for up to 75

vehicles, through the Public Works Loan Board, be approved;

(5) the use of The Procurement Partnership (TPPL) to utilise the NEPO and

BN&S frameworks for the supply of specialist vehicles through the running of

a mini-competition under these framework agreements for the vehicles

required be approved;

(6) owing to the tight timescales in delivery of the vehicles and uncertainty

around Brexit that the final award to the successful suppliers be delegated to

the Executive Director of Customer Services for ordering over the summer

period; and

(7) officers should develop an approach to provide a comprehensive vehicle

replacement programme for future years.

Having considered an officer report, and a presentation by the Cabinet

Member for School Performance and Children’s Services, Councillor Chris

Barnham, the Mayor and Cabinet agreed that:

(1) the results of the period of representation conducted by the Addey and

Stanhope Governing Body on the proposal to change the age range of the

school, with effect from 31 August 2019 be noted; and

(2) the age range of Addey and Stanhope School be changed from 11-18 year

olds to 11-16 year olds as of 31 August 2019.

(3) the adoption of the ‘Low Emission Vehicle Strategy’ as council policy be

approved;

Having considered an officer report, and a presentation by the jobshare

Cabinet Member for Environment and Transport, Councillor Brenda Dacres,

the Mayor and Cabinet agreed that:

(1) the contents of the report and the case for commencing the procurement

of an external provider to provide a programme to transform the Council’s

passenger travel and transport service be noted; and

(2) the commencement of a mini-competition exercise, using a framework

agreement, in order to procure the services of an external provider to provide

a programme to transform the Council’s passenger travel and transport

service, for a period of three years and at a maximum cost of £1.2m on a

payment-by-results basis, be approved.

Response to Sydenham Society on Our Lady and St Philip Neri School

Having considered an officer report, and a presentations by the Sydenham

Society, the Education Commission of the Archdiocese of Southwark, Ward

Councillors and the Director of Planning, the Mayor and Cabinet agreed that

the contents of the response be approved and reported back to the

Sydenham Assembly.
