Teatro Vivo Performance

2. Sydenham Poetry Town & Teatro Vivo

 

2.1    Cllr Onikosi introduce the Sydenham Poetry Town bid which has been awarded to Sydenham Arts in partnership with Kirkdale Bookshop

 

2.2    Cllr Onikosi handed Titania & Oberon who performed a short scene before asking the residents to provide information about Sydenham to be used to create a poem which would be performed at the end of the Assembly.

 

2.3    Cllr Onikosi announced that there will be a series of poetry competitions  across the Assemblies this year. The first competition is for young poets between the ages of 5 and 11 years old.

 

2.4    We are asking them to write a poem about what’s it’s like to live or go to school in Sydenham’. The poem should be no more than an A4 side of paper.

 

2.5. The winner will be invited for lunch or dinner with a famous poet living in Sydenham,  have the opportunity to perform their poem at the Summer Sydenham Assembly on  Saturday 11th June at TNG and see their poem printed in the next newsletter.

3.1    A copy of the written updates provided below.

 

3.2    Cllr Onikosi summarised the written updates and invited Annabel McLaren to talk about The Greyhound.

 

3.3    Annabel told the Assembly that the pub had been closed since 2007 and had been demolished by the developer which was against planning application. It has taken a long time to ensure that the pub was restored to its former glory. It is available for either buy or lease and there has been interest with people coming to view. The Sydenham Society has put in to register the building as an asset of community value so that it is developed as a pub/restaurant.

 

3.4       Sainsbury’s have leased the unit behind and are due to pen on 17th March and the hope is that the remaining unit will become a restaurant.

Bakerloo Line Extension
 
Overview

Update - 5 January 2016

The options assessment report for the Bakerloo line extension (BLE) is now available https://consultations.tfl.gov.uk/tube/bakerloo-extension/user_uploads/options-assessment-report_final.pdf. An updated options selection summary report is also available https://consultations.tfl.gov.uk/tube/bakerloo-extension/user_uploads/options-selection-summary-report-january-2016.pdf

The report considers the possible destinations that were suggested as part of the 2014 public consultation.  It also further considers the options presented during the 2014 consultation.  

Each option was assessed against a range of criteria including the potential to unlock new homes and improve public transport in south east London.

The report indicates that a route to Lewisham, via the Old Kent Road, currently has the strongest case, with the potential to support approximately 25,000 homes. The assessment also found that, by terminating at Lewisham, an extension could be delivered by 2030.

What happens next

Following extensive assessment of possible routes, we are now investigating extending the line to Lewisham via Old Kent Road. A future phase beyond Lewisham will also be further considered in collaboration with stakeholders including Network Rail.

No final decisions have been made and more detailed work will be carried out before further public consultation occurs.

If a decision is made to progress the scheme, and the necessary funding is secured, it is anticipated that construction could commence in around 2023. Completion would be in approximately 2030.

 

 

 

Sydenham Road

Since the commission in August for improvement works of the traffic lights on Sydenham Road/Station Approach for Urban Traffic Control (UTC), further work has been undertaken throughout October and November on the lights atSydenham Road/Spring Hill, Sydenham Road / Newlands Park, Sydenham Road / Mayow Road and Queensthorpe Road.  Although these works were completed by TfL on 20th November there exists a software problem at the junction of Newlands

 Cost Variables

 

 
Park which has meant a delay in fully optimising the Split Cycle Offset Optimisation Technology (SCOOT) - an optimisation system which ensures better traffic flow by enabling traffic lights to work in harmony. TFL have informed us that they are working quickly to fully optimise SCOOT and rectify the defective software. We will report back at the next Assembly.

Sydenham Post Office

4. Sydenham Post Office

 

4.1    Cllr Onikosi informed the Assembly that the Post Office have issued a list of 39 Post Offices for potential franchises. Sydenham Post Office I currently running at a loss and is, therefore, included on this list. 

 

4.2    The Cllrs have received a number of e-mails from residents who are expressing their worries about the situation.

 

4.3    There are currently no plans to close the Post Office and there would be consultation with the public prior to any decisions being made.

 

4.4    Cllr Best added that there is an open dialogue between Cllrs and the representative from the Post Office and we will keep residents informed as this progresses.

 

Q.  Will the Post Office move from its current location?

 

A.  (Cllr Best) The current lease is for ten years so we hope to keep the Post Office in the current location

Minutes:

SEE3 update

5. SEE3 Update

 

5.1    Cllr Best alerted the Assembly to the posters and flyers for the Easter bonnet workshop and parade which will take place on Saturday 26th March.

 

5.2    The workshop will take place from 12noon-2.00pm at Here for Good followed by the parade from 2.00pm-3.00pm when some of local traders will be giving free Easter eggs and the bunnies will be attending as usual.

 

5.3    There are flyers and posters at the back so please do take some if you can promote the event.

 

5.4    April sees the return of the monthly street markets on Saturday 9th April with entertainment organised by Sydenham Arts. There will be the food vendors in Queensthorpe Square and the other stall in Venner Square.

 

5.5    Stall cost £25.00 if you bring your own and £35.00 if you would like a stall provided. To discuss booking a stall please contact the Lewisham street market team on - 020 8314 2050 or email markets@lewisham.gov.uk

Lewisham Local Community Contributor Card

6. Lewisham Local Community Contributor Card.

 

6.1    Cllr Onikosi introduced Joan Roach from Rushey Green Time Bank

 

6.2    Joan explained that the Lewisham Local ‘Community Contributor Card is an initiative of Rushey Green Time Bank, delivered in partnership with Volunteer Centre Lewisham.

 

6.3    The scheme is designed to recognise the invaluable contribution volunteers make towards improving our communities and covers people who contribute in a wide range of ways not just traditional volunteers.       In terms of commitment we are looking at around 20 hours in a year.

 

6.4    It is also about strengthening the local economy by encouraging more people to shop at Lewisham’s independent shops and businesses. Traders throughout Lewisham are signing up to the scheme to offer favourable deals to cardholders.

 

6.5    The scheme is free to join for both community organisations that sign up and traders.

 

Q:  What is the process for signing up?

 

A:  It is done on-line at our website www.lewishamlocal.org.uk and it is a very short process.

 

6.6    We currently have 75 traders signed up and we are also talking to the Leisure Service about sport centres and other venues such as The Albany & Blackheath Halls.

 

Q:     What do you have to be in terms of qualifying as an organisation?

 

A:     Any organisation that has a constitution.

 

Q:  I have about 70 volunteers who regularly, can I sign them all up?

 

A:  Yes, that is fine. Sign up as an organisation and we can talk about the best way to sign up your volunteers.

7.2    The Music Festival starts on 9th April. It includes a varied programme of events including classical, gospel, and children’s event. The full programme will available soon and tickets will go on sale in a couple of weeks time.

 

7.3    Helen explained that Sydenham Arts would be looking for volunteers to help out so please do let them know if you can give some time.

 

7.4   Helen thanked the Assembly for the funding for Poetry Town which they are partnering on with Kirkdale Books. An event is planned in Venner Square for 2nd July which will involve a street artist and we will be producing a community poem. Other activities are being planned with local poets and they will be bringing in high profile poets too.

Let's Talk Rubbish, Waste Consultation Feedback

8.1    Cllr Onikosi presented the findings from the Let’s Talk Rubbish consultation and outlined the recommendations which had been agreed by Mayor & Cabinet. A copy of this presentation is below.

 

                                

 

8.2    Cllr Onikosi showed samples of the caddy and the lockable bins so that residents could see the size of these.

 

Q:  Do these recommendations apply to blocks of flats?

 

A:  This consultation does not apply to blocks of flats,  just street properties that currently have wheelie bins.

 

Q:  How will we keep foxes out of the food bins?

 

A:  The team did considerable research on different bins and the ones that were chosen are lockable.

 

Q:  Will the council take our old bins and replace them with smaller ones?

 

A:  Some larger 240 litre bins may be replaced with 180 litre ones.

 

Q: I live next to a railway line and many people will be tempted to throw garden waste over the fence on to the siding rather than pay the £80.00 for the waste service.

 

A:  The fee that was agreed is £60.00 but there is a discount for people who sign up now and it will be £45.00.

 

Q:  How will the garden waste service operate?

 

A:  Residents subscribe to the service and we will deliver a bin. This will then be picked up on a weekly basis.

 

Q:  Where would cat litter go?

 

A:  This would need to be put in the general waste.

 

Q:  I have already paid for green bags, will these still be picked up?

 

A:  Cllr Onikosi will need to check on this.

 

Q:  Do we put both cooked and uncooked food waste in the food bin?

 

A: Yes, all food waste can be put in this bin.

 

Q:  What about recycling for traders, currently they have to go to Bell Green with their recyclables?

 

A:  Traders do not currently have to opt for Lewisham’s waste collection service so Cllr Onikosi would need to check the details of this.

 

Q:  How many bins will I have?

 

A:  You will have the black bin & green recycling bin that you currently have plus the new food waste bin and the garden waste bin if you decide to subscribe to this service.

9.1    Cllr Onikosi informed the Assembly that, as part of the Clean for the Queen campaign, there would be a community clean-up. If anyone wants to take part meet at the Sydenham Centre on Saturday 5th March at 11.30pm

 

9.2    Cllr Curran told the Assembly that the Sydenham Library are having a spring clean on Sunday 24th April from 10am. There is a lot of junk in the library and at the rear in the garden. There are two ways to get involved; helping to sort out items to be removed before the day and bringing your car on 24th to help to take items away.

 

9.3    The library is also looking to recruit volunteers for two hours per week for a range of roles. Please contact Christine at the library if you can give some time.

10.1Cllr Onikosi has received a few concerns regarding parking and some people have asked for a CPZ consultation to be undertaken. Having liaised with the appropriate officers, there is not the necessary evidence to warrant a consultation at this time. The consultation process cost around £50, 000 so we do have ensure that consultation is only undertaken where it is necessary.

 

10.2There is 40 minutes free parking on the High Street and the free car park in Girton Road.

 

10.3There may be some displacement from the CPZ at Penge East and there is some pressure in the roads around the station, however Forest Hill recently voted ‘No’ to their proposed CPZ and there were ‘No’ result from CPZ consultations in Bellingham and Perry Vale in the last few years.

 

10.4Residents gave examples of problems that they were facing in the Thorpes Roads and there were comments that residents would welcome a two hour slot where parking is residents only to stop people who drive to Sydenham because the station is on the edge of a fare zone and they can save on travel.

 

10.5Cllr Onikosi will go back and explore further options.

 

Q:  Would a CPZ be across the ward as I do not have the trouble with parking?

 

A:  The CPZs cover affected areas but consultation has to cover surrounding areas which may be affects by knock on effects of displacement.

 

10.6A resident asked the Cllrs to write to SG Smith as they park a lot of their cars on the streets near their dealership.

 

10.7There was a discussion on the lack of parking places and excess bicycle storage that are provided for new builds due to The London Plan and how these have an impact on parking.

 

10.8Cllr Best told residents that they can object to planning permission request where they think that the parking is insufficient for the scheme. Cllr Curran added, however, that it is easy for developers to appeal against objections on the grounds of parking.

 

10.9    A resident raised concerns about change of use for churches which cause parking problems at weekends.

 

 

10.10  Another resident raised concerns about dangerous driving on Kent House Road where the traffic calming measure is not effectively addressing speed.

 

10.11  Cllr Best replied that Lewisham will be introducing a 20mph limit, rolling out across the borough. Cllrs also asked residents to log incidents as this can then be used to address the issues.

 

10.12  There were concerns about non-compliance with the 20mph limit. Cllr Onikosi said that cameras would be installed win areas where there was regular non-compliance.

 

Q:  Is there any update on the bus shelter outside Boots?

 

A:        Sydenham Society has been pursuing this but TfL have said that there needs to be a certain amount of pavement width and it is not available at this stop. We have raised this further.

10.11  Cllr Best replied that Lewisham will be introducing a 20mph limit, rolling out across the borough. Cllrs also asked residents to log incidents as this can then be used to address the issues.

 

10.12  There were concerns about non-compliance with the 20mph limit. Cllr Onikosi said that cameras would be installed win areas where there was regular non-compliance.

 

Q:  Is there any update on the bus shelter outside Boots?

 

A:        Sydenham Society has been pursuing this but TfL have said that there needs to be a certain amount of pavement width and it is not available at this stop. We have raised this further.

11.1Cllr Best told the Assembly that the tender for organisations to run Forest Hill Library will be out very soon. This is part of the savings of £1 million across the Library service. The model will be the same as Sydenham Library with volunteers supporting the running services. This will be seven days per week. There are also 5 rooms so there is the opportunity for income generation.

 

11.2Cllr Best added that this has been a very difficult time for Cllrs with the further cuts that have needed to be made. She also informed residents that the Mayor has raised Council Tax this year by 3.99%, 2% of which is Adult Social Care costs as directed by central government.

A:  Cllr best updated that Silverdale Centre is about to close and the activities will relocate to the Sydenham Centre. It is envisioned that the Community Hub will start in July once works have taken place. Part of the building is over the Post Office so there are some issues over the services that need clarification.

 

11.3The Sydenham Society are arranging a visit to City Hall for the last Mayor’s question-time on Wednesday 16th March at 9.15am.  This will be hosted by Len Duvall who will explain the process before taking the group into City Hall.
