The Planning Officer outlined details of the construction of a part single, part two storey, four bedroom single family dwelling house and separate studio annexe on land to the rear of 13 Ringmore Rise SE23 and to the rear of 70-78 Canonbie Road and 11-17 Ringmore Rise, with pedestrian access from Ringmore Rise to the side of No. 13 and a single parking space.

 

The Committee received verbal representation from the Applicant Mr Fergani and Mr Beames the Architect, who read from a prepared statement, together with a model of the site which was tabled before Members in support of the proposal.

The Committee also received verbal representation from a resident of 76 Canonbie Road and on behalf of other objectors at Nos. 17, 4 & 78, who raised concerns regarding, the design, outlook, impact on neighbours, wild life including Bats and stage beetles and loss of light to rear gardens.

Following questions and deliberation by Members, Councillor Ingleby moved a motion to accept the officer’s recommendation and grant planning permission, which was seconded by Councillor Jeffrey.

 

Members voted as follows:

FOR:                   Councillor Jacq Paschoud (Chair), Dacres, Ingleby, Jeffrey, Muldoon and Siddorn

RESOLVED:     that planning permission be granted in respect of application No. DC/14/88355, subject to conditions as set out in the report.

The Planning Officer outlined details of the installation of five retractable bollards in the courtyard.

The Committee received verbal representation from a resident of 8 Haynes Close, who read from a prepared statement and on behalf of other local residents objecting to the proposal.

 

Following deliberation by Members, Councillor Jeffrey moved a motion to accept the officer’s recommendation and grant planning permission, which was seconded by Councillor Ingleby.

 

Members voted as follows:

FOR:                   Councillors: Jacq Paschoud (Chair), Ingleby, Jeffrey and Muldoon.

 

AGAINST:          Councillors: Dacres and Siddorn.

 

RESOLVED:     that planning permission be granted in respect of application No. DC/14/89047, subject to conditions as set out in the report.

The Planning Officer outlined details for the construction an additional storey above, comprising balconies and a green roof, to provide 1 one bedroom and 1 two bedroom self contained flats

 

The Committee received verbal representation from the occupier of 3 Besson Street, who read from a prepared statement and circulated photographs to Members raising concerns regarding the planning officer’s measurements between the proposed development window on the elevation (15m) and a bedroom window at 3 Besson Street the impact and overlooking.

The applicant was not in attendance.

Members asked if officers could request the applicant to be in attendance at the next committee meeting in order to answer any queries that might arise. They also requested that opaque glazing be added to the two windows on the elevation.

Following questions and deliberation by Members, Councillor Muldoon moved a motion to reject the officer’s recommendation and defer the application, which was seconded by Councillor Davis.

 

Members voted as follows:

FOR:                   Councillor Jacq Paschoud (Chair), Dacres, Ingleby, Muldoon and Siddorn

 

ABSTAINED:    Councillor Jeffrey.

 

RESOLVED:     that a decision in respect of application No DC/14/88057, be deferred for officers’ to further assess the impact of overlooking and to clarify the measurements (window to window) to neighbours at 3 Besson Street and the application be returned to the next Planning Committee B meeting.
