The Planning Officer outlined the details of the proposal for the construction of a pitched roof, incorporating dormer windows and roof lights, to provide 2 additional two bedroom self-contained flats, together with alterations to the front elevation. She mentioned that a further objection had been received since publication of the report stating that the proposal was overdevelopment that impacted negatively on the amenities of neighbours.

The Committee received representation from Kath Ludlum representing the applicant who read from a prepared statement in support of the proposal and asked that planning permission be granted.

The Committee received representation from Christopher Smith representing the objectors who read from a prepared statement.

Councillor De Ryk spoke under standing orders and objected to the proposal. She said that those who had bought flats in the development had a long lease and would not have expected further development on top of them. She asked Members to be mindful that the majority of the existing residents were opposed to the proposals.

Following questions and deliberation by members, Councillor Siddorn moved the motion to reject the officer’s recommendation and refuse planning permission on the grounds that the detail of the design as provided was insufficient for members to make a decision. The motion was seconded by Councillor Ingleby.

Members voted as follows:

AGAINST:          Councillor Jacq Paschoud (Chair), Jeffrey and Muldoon

Councillor Jacq Paschoud with casting vote as Chair, voted against the motion.

Following further deliberation, Councillor Jeffrey moved the motion to accept the officer’s recommendation and grant planning permission with amended conditions. The motion was seconded by Councillor Muldoon

RESOLVED:     that planning permission be granted in respect to application DC/14/87211, subject to conditions 1-9 as set out in the report and additional conditions 10-12 as set out below:

Condition (10)

Notwithstanding the drawings and information hereby approved, no development shall commence on site until full particulars including detailed drawings and sections at a scale of 1:5/1:10/1:20 showing the detailing of the proposed alterations and extension of the entrance and staircase have been submitted to and approved in writing by the local planning authority. The development shall be carried out only in accordance with the approved details.

Reason: To ensure that the local planning authority may be satisfied as to the detailed external appearance of the development in relation to the existing building and its surroundings and to comply with Policies 15 High quality design for Lewisham of the Core Strategy (June 2011) and 16 Conservation areas, heritage assets and the historic environment and Saved Policy URB 3 Urban Design in the Unitary Development Plan (July 2004).

The Planning Officer outlined the details of the proposal for the erection of a two storey and basement single dwelling house in the rear/side garden together with removal of trees and changes to the boundary wall to provide a new vehicle access to the site.

The Committee received verbal representation from Alan Ward the planning consultant, and from Mr S Briggs of Briggs Architecture & Interior Design, who spoke on behalf of the applicant. He asked that planning permission be granted.

The Committee received representation from a resident of 13 Eliot Park who said that consultation on the proposal had been haphazard and not all neighbours had been aware of the proposal. He also said the development was a threat to local amenities and was of no benefit to the community. He asked that planning permission be refused or deferred to give objectors time to prepare their response.

Councillor De Ryk spoke under standing orders objecting to the proposal. She said the proposal was garden development, which was contrary to Lewisham’s policies, and that the quality of the proposed development was suspect. She asked that planning permission be deferred to allow wider consultation to be done and for the applicant to complete a bat survey.

Following questions and deliberation by members, Councillor Ingleby moved a motion to defer a decision on the proposal to allow the applicant to produce further details of materials to be used .The motion was seconded by Councillor Siddorn.

Upon further deliberation, Councillor Klier moved a motion to accept the officer’s recommendation and grant planning permission for application DC/14/86806 subject to the amended Conditions.

RESOLVED:     that planning permission be granted in respect to application DC/14/86806 subject to conditions 1-3 and 7-16 as set out in the report; conditions 4 -6 revised as set out below; an additional Condition 17 as set out below and that submitted discharge of details be reported to Committee for determination.

a)        Notwithstanding the details hereby approved, no development shall commence until a detailed schedule and specification of all windows, reveals and external doors including detailed plans and sections at a scale of 1:10 have been submitted to and approved in writing by the local planning authority. 

b)        The development shall be carried out in accordance with the approved details.

a)                 Notwithstanding the drawings and information hereby approved, no development shall commence on site until a detailed schedule and specification and samples of all external materials and finishes to be used on the building have been submitted to and approved in writing by the local planning authority. The Planning Officer outlined the details for the proposal for the construction of an extension to the rear roof slope and the installation of two roof lights to the front roof slope at first floor flat in connection with the conversion of the roof space to provide additional accommodation.

The Committee received verbal representation from the applicant and owner of the top floor who said that the proposal had been designed to be obscured by the chimneystack and therefore have minimum impact on the conservation area. He asked that planning permission be granted.

The Committee received verbal representation from the owner of the ground floor flat who objected to the proposal. She said the rooflights would allow overlooking into her garden, destroy the roofline and was not in keeping with the Victorian terrace. She asked that planning permission be refused.

Following questions and deliberation by members, Councillor Jeffrey moved a motion to accept the officer’s recommendation and grant planning permission for application .The motion was seconded by Councillor Muldoon.
