Neighbourhood Forum and Area Grove Park

 

The Head of Planning introduced the report. The Chair asked whether this forum would cross over ward boundaries, and it was confirmed that it would involve Downham and Whitefoot Wards.

 

Councillor Curran asked whether officers were planning to link the Neighbourhood Forum referendum with the general elections to save cost. The Head of Planning emphasised that this project was not officer led, but community led. He added that he would be surprised if things had moved on to that stage in time for the elections. The Chair thanked officers for the report.

 

RESOLVED that the decision of the Mayor be noted.

 

Highways Winter Maintenance Policy and Plan

 

The Engineering Manager introduced the report. The Chair said he was aware of a London scheme that would transport salt to London borough depots during an emergency, if their stock runs out. The Engineering Manager said the London Local Authorities Co-ordination Centre had a barn full of salt located in Dagenham, that local authorities could buy from, but at a higher than normal cost.

 

RESOLVED that the decision of the Mayor be noted.

 

38.

Overview & Scrutiny Select Committees Work Programmes 2014-15 Verbal Update

Minutes:

The Chair welcomed Charlotte Dale, interim Head of Scrutiny to the meeting. The Chair informed Panel members that there would be a pre decision scrutiny of the Budget 2015/12016 report at the Public Accounts Select Committee on Wednesday before the report is presented to Mayor & Cabinet on 12 November. He added that a report comprising all the responses from the Select Committees would be going to PASC, and a final report from PASC to Mayor and Cabinet on 12 November. The Chair said all Select Committees Chairs were invited to the PASC meeting on Wednesday.

 

The Chair said that at the last meeting Business Panel Members had agreed to recommend a task and finish group to look at Youth Services. Another proposal was to set up a task and finish group for Public Health. He proposed that the Head of Law should incorporate this proposal to the other proposal in a report to Council. The Chair also proposed the Chair of Healthier Communities to be head of this task and finish group.

 

Councillor Muldoon, Chair of Healthier Communities said these were challenging times and because Public Health was new to local government this initiative would be welcomed. He added that the concept of keeping within budget, and being accountable to local people was new to public health officers. Councillor Muldoon said having an understanding of public health staff and how they fit into local government would be useful to both members and officers

 

The Chair said the Terms of Reference for the task and finish group would be done to take into account public health in the context of the 2015/16 Budget Proposal.

 

RESOLVED that a task and finish group be set up for Public Health, and this proposal be incorporated in the report from the Head of Law to Council.

RESOLVED that that under Section 100(A)(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in paragraphs 3, 4 and 5 of Part 1 of Schedule 12(A) of the Act, as amended by the Local Authorities (Executive Arrangements) (Access to information) (Amendments) (England) Regulations 2006 and the public interest in maintaining the exemption outweighs the public interest in disclosing the information:

Parker House Surplus Declaration and Approval to Demolish

 

Following the discussion the Chair thanked the Project Manager, Asset Strategy & Development for the presentation.

 

RESOLVED that:     

i.              the decision of the Mayor be noted.

ii.            Ward Members be briefed on the proposed timetable for demolition, and future use of the site to ensure they are well informed to deal with enquiries from their local community.
