Councillor Julia Fletcher declared that she was currently employed as an interim research assistant at LFEPA.

 

Councillor John Paschoud declared that a family member worked at the Lewisham Hospital Accident and Emergency department.

Councillors Muldoon and Onuegbu declared that they were members of the SLaM foundation trust.

The Chair introduced the item and thanked all those who had taken part and given evidence to the review and thanked the scrutiny team for their work in supporting members and pulling all of the evidence together into the draft report.


The Chair noted the specific scrutiny “powers” of Safer Stronger Communities Select Committee and Healthier Communities Select Committee.

 

The Committee discussed the evidence taken across the select committees and included within the draft report and noted:

·         The evidence taken reflected the names of the organisations at the time the evidence was taken; recommendations relating to emergency healthcare in Lewisham would be sent to the Lewisham Clinical Commissioning Group and the newly formed Lewisham and Greenwich NHS Trust

·         That as a matter of urgency the borough commander be asked to provide the detailed structure of the neighbourhood policing model, as outlined as requested at paragraph 9.5.4 of the report

·         The practical implications of the changes that are taking place in relation to the emergency services in Lewisham must continue to be monitored by members

·         The draft recommendations put forward by the select committees were comprehensive and covered a wide range of issues for further action and monitoring

·         Members thanks to the officers for pulling together such a comprehensive report

 

Councillor Daby, Cabinet Member for Community Safety, thanked the Committee for carrying out such an important and comprehensive review.

 

RESOLVED: To agree the draft report as final, subject to the inclusion of the local policing model structure information at 9.54 and the inclusion of the graph outlining the cumulative impact of the financial cuts at 13.6.

 

To agree all of the draft recommendations outlined within the report.

 

To refer the report and recommendations to the following bodies and organisations for a response within the constitutional and legal frameworks for taking account and providing a response:

 

·         Mayor and Cabinet,

·         Full Council,

·         Borough Commander Metropolitan Police,

·         Borough Commander London Fire Brigade,

·         Operations Manager South, London Ambulance Service,

·         Lewisham Clinical Commissioning Group,

·         Lewisham and Greenwich NHS Trust,

·         Safer Lewisham Partnership,

·         Health and Wellbeing Board,

·         South East London Housing Partnership,

·         Mayors Office for Police and Crime,

·         London Fire and Emergency Planning Authority
